If you own or are responsible for a non-domestic building built prior to 2000, you have a Duty of Care to manage asbestos for all non-domestic premises and common parts of domestic premises which are rented. You are also required to have an asbestos management plan (called an asbestos register) in place.
What is a Management Survey?
Management Surveys are a visual inspection of a property or area of works. Samples from any exposed suspected asbestos materials are taken, but any materials which cannot be accessed can only be presumed as containing asbestos. This type of survey was previously known as a Type 2 survey which is now obsolete and should be updated with an Asbestos Management Survey if not already done.
If you are looking to carry out refurbishment or demolition works on a building you will need either a refurbishment and demolition survey to ensure that there are no asbestos containing materials present.
Do I Need a Management Survey?
You will also need a management report if you are selling or leasing a commercial building and solicitors now advise their clients to have a report carried out prior to the contract being drawn up as failure to do so can cause a delay.
You may also be required to obtain a more intrusive R&D Survey if you are having any refurbishment or demolition work carried out on any property build prior to 2000. This is to ensure that no one is put at risk of damaging asbestos-containing materials during the works.

How Common is Asbestos in Buildings Built Prior to 2000?
Very. Asbestos was used in all manner of applications in building construction including moisture resistance, fire protection, heat protection, and insulation. It can be found in floor tiles, water tanks, soffits, walls, plaster, artex (textured wall coverings), damp proofing, toilets, rainwater goods, and many other products.

Given the way in which asbestos-containing materials have been used in concealed and composite structures during the construction of the building, asbestos may only be detected during the course of subsequent demolition. Care should be taken during the demolition of ceiling cavity walls and removal of floor slabs, incased concealed features, such as piped services and fire–resistant linings are present.
